A meter battery claim is only as credible as the test behind it. This paper layers the evidence a water-meter OEM must assemble: the metrological standards that ensure the meter keeps measuring accurately regardless of battery state, the MID legal-metrology examination, the IP68 ingress protection that defines the environment, and the cell-level safety and transport evidence - plus the accelerated pulse-cycling and ageing programme that predicts whether a nickel-metal hydride pulse-assist layer still delivers the daily radio burst at year ten.

Layer 1 - metrology must not depend on battery state

ISO 4064:2014 and OIML R49 define the metrological requirements - the flow range ratio R, the flow thresholds Q1-Q4 and the maximum permissible error across the range - while MID Annex MI-001 governs legal-metrological conformity in Europe. A cardinal design rule is that metrological accuracy and the integrity of the totaliser must never be compromised by battery voltage: the measurement and the non-volatile totaliser must keep working as the battery approaches end of life, with a low-battery flag raised well before measurement is affected.

Testing therefore runs the accuracy and drift programme across the full battery-voltage envelope, confirming that a weak battery triggers an alarm but never produces an incorrect or lost consumption total - the data that underpins billing.

Layer 2 - MID type examination and the battery file

MID type examination assesses the meter against the essential requirements, including durability and the influence of environmental factors. The battery documentation supports this by declaring the chemistry, the assumed load profile and reporting interval, the predicted life under defined conditions, and the low-battery and end-of-life behaviour. Notified bodies and procurement tenders increasingly expect this current-budget file rather than a bare 'ten-year' assertion.

For a hybrid design, the file explains the division of roles - primary lithium for energy, NiMH pulse-assist for peaks - and shows that a degraded pulse reservoir triggers a warning while the meter continues to measure.

Layer 3 - IP68 and the sealed environment

Water meters are commonly sealed to IP68 per IEC 60529 - continuous immersion capability - which shapes the battery mechanically as well as electrically. Cells and welds must survive long-term humidity and condensation, the pack must not short under condensation, and any venting must be directed safely. Test programmes combine the IP68 immersion with temperature cycling, since a pit can swing from below freezing in winter to warm, humid conditions in summer.

NiMH's aqueous chemistry and sealed-cell construction behave predictably in this humid, cycling environment, and welded tabs (rather than spring contacts) resist the slow corrosion that high-humidity enclosures encourage.

Layer 4 - cell safety and transport

The cells carry their own evidence: IEC 62133-1 for sealed nickel-system safety (Part 1), IEC 61951-2 for performance including charge retention and the cycling that anchors the >=500-cycle reference, and UN 38.3 for transport. A practical advantage for meter logistics is that NiMH is not subject to the lithium-air transport restrictions, so service replacement packs ship simply to field depots.

Where a primary lithium cell is also present, its own lithium evidence is kept separate, and the hybrid protection design is documented to show the two chemistries cannot charge or discharge each other incorrectly.

The pulse-life and ageing programme

The decisive accelerated test reproduces ten years of daily events in compressed time: thousands of sleep-wake-transmit cycles at the measured radio current, periodic valve pulses, temperature soak, and tracking of the pulse reservoir's delivered voltage and internal resistance.
